What is PEF (Product Environmental Footprint) in fashion?

PEF (Product Environmental Footprint) is the European Commission's life cycle assessment method for measuring a product's environmental impacts in a standardised way.

In short

PEF, the Product Environmental Footprint, is an EU method based on life cycle assessment that measures a product's environmental impacts across its whole life. For fashion, sector-specific Product Environmental Footprint Category Rules (PEFCR) for apparel and footwear define how brands should calculate and compare footprints.

How does it work in practice?

PEF follows a product from raw material extraction through production, distribution and use to end of life, and covers several impact categories such as climate change and water use rather than carbon alone. The PEFCR for apparel and footwear, version 3.1, was approved on 14 May 2025 and sets common rules, reference data and product categories for the sector.

  • Rules for recycled content, durability and repairability.
  • A circular footprint formula for end-of-life impacts.
  • Consideration of fibre fragment release during washing and drying.
  • Use of the EU Environmental Footprint database for background data.

Why does it matter for fashion businesses?

PEF gives the industry a shared, EU-backed method, which makes environmental results more comparable between products and brands. The PEFCR is voluntary for internal use but recommended when substantiating comparative environmental claims, which matters as scrutiny of greenwashing grows. It also prepares companies for product data requirements under EU ecodesign rules.

How does AI use it?

Calculating PEF for thousands of styles requires structured product data on materials, weights, processes and suppliers. AI helps extract this from tech packs, bills of materials and supplier documents, maps materials to database entries and flags missing or implausible inputs. Models can also estimate impacts early in design to compare material options.

Common pitfalls

Typical mistakes are using generic data where primary supplier data is available, communicating a single score without context, and comparing results calculated under different rule versions.

Frequently asked questions

Is PEF mandatory for fashion brands?

The PEFCR for apparel and footwear is voluntary for internal use. It is recommended when brands want to substantiate comparative environmental claims about their products.

How is PEF different from a carbon footprint?

A carbon footprint measures only greenhouse gas emissions. PEF covers several environmental impact categories, such as water use, alongside climate change.
